the argument was that since the French Republic was dismantled in 1940 after Petain created the French State and the Republic was re-established in 1944 after the Liberation of France it was not for the Republic to apologize for the actions of the French State

this viewpoint continues to have some popularity in France today with the runner-up in the last 2 presidential elections, Marine Le Pen, saying as recently as 2017 and I quote "I don’t think France is responsible for the Vel' d’Hiv"
