It almost looks like they had a power choke issue while descending. Naturally, this could be a pilot error, too.

The pilots probably couldn't see the water surface. It is so still that it looks like a mirror.

They should have ground radar. But maybe it pierced through the surface of the water (it should not).

Vortex Ring State, probably with a bit of wind in the back. Hard to get out, specially at very low altitude
