for the longest time as a kid i thought this guy outside cerulean cave was supposed to be like a british royal guard

It's a picture of Cerulean City as seen in the original Red/Blue version. There's a guy standing outside of the entrance to Cerulean Cave. His black hair right in front of the cave entrance looks like a very tall black hat.
