Fun local government pedantry: technically, he's right - per the local government act, directors are appointed by council. If your community has an election for director, you are actually voting in a non-binding "community opinion question" (see Saanich's report from 2022)

Only Victoria and Saanich have poll questions. Everybody but Langford only has a single rep, usually the mayor (although N. Saanich removed the mayor in a fight years ago & former Langford Mayor Stew Young afaik never was a CRD director)

Interesting - The CRD has it wrong then www.crd.ca/government-a... - According to this, Each Electoral area elects one Director, and the others are chosen by the municipalities.
