How does that work? Could the Governor mobilize the state national guard thereby making them unavailable for the Federal government to coopt them into to their immigration enforcement plan?

From what I understand, Governors if requested can mobilize their state units. What Trollump did in LA was overstep the boundaries calling it a national crisis since there was no request by the Governor. I’m unsure if POTUS is involved if it is a state issue.
