These aren't "new rules" it's literally how distracting works and has worked like this for like 200 years.. Gerrymandering isn't new and if you think it is it just shows how little you've paid attention
When in history has a State elected to redraw district lines out of a new census period and specifically to affect an off year House election? If this is the norm States would redraw districts every other year.
And yet here are republicans, already doing it. It's almost like this is a response by the democrats, not them declaring a first strike
