Sure do. Does that mean they don't have voices and votes? Nope. If they are not working the other side of the room to find any republican who has one bit of integrity to vote no, then they may as well pack up and go home.

They can do what the minority Republicans did to Obama care. Not rocket science.
What exactly did Republicans do? The Affordable Care Act was passed and signed into law, so the minority Republicans did not stop Obamacare. Pushing a bill through the Senate when Dems had a slim majority is not the same as preventing a Cabinet nominee from being confirmed when in the minority.
