Effective tariff rates use the wrong denominator. You pay an average of 34% for most imported goods, not 18%!

The effective tariff rate = tariff duty / all imports. However all service imports and some goods have no tariffs. The real tariff is the dutiable tariff rate = tariff duty / dutiable imports. That number is 34%. 34% is the average tariff rate you pay for most imported goods.
