If the goal is cutting costs why do they need to make it up? If there will be growth why cut costs? What is the plan for the growth?

I would love to actually see the math on the GROWTH we'd need to make up the defecit, presumably without growing or aging the population which would increase obligatory spending (and without cutting that spending, of course)?
