Picard lists 2 of the worst criminals in history: Adolph Hitler and Khan Singh. Wowsers Khan was that bad? Worse than Stalin or Pol Pot? I guess that never really sunk in for me. #TNGSunNight

Seemed like they put that in just as a cheap throwback. It doesn’t really jibe with how Kirk described him in Space Seed, which painted him as “the best of the tyrants”, though Spock was kind of appalled by the description.
