Ah, it's not necessarily an empathetic feeling. You can feel embarrassed on their behalf or about something they have done. Say, when someone behaves inappropriately or is out of order. When something they do or say makes you cringe. Wiktionary defines:

I'm only embarrassed for this country. I will never feel embarrassed for them. They are criminals deliberately breaking laws, norms, traditions & the Constitution for personal gain. That doesn't engender embarrassment. It just causes anger.
