Canada had the same sort of issue with base brats born overseas that were issued DND-419 "birth certificates" in the late '60s and into the '70s. They thought they were Canadian citizens, but they were actually German citizens. It was a massive mess that no one wanted to fix.

A U.S. Military Base is a U.S. Military Reservation. FEDERAL LAND. No matter where it is located. As in an Embassy or VA Hospital/Clinic. THE LAND ITSELF IS THE UNITED STATES.

As far as I know, there is no right of residence or possibility for him to become a German citizen without a naturalization procedure. According to the military statute and the wishes of the USA to date, anyone born on a US base with at least one US parent is automatically a US citizen.

I had dual citizenship as a kid. Born in Japan on a U.S. base with an American father and Japanese mother. I'm going to Japan next year to find where my birth was registered so I can try to regain Japanese citizenship.

What they are doing is hitting people with paperwork issues. People that SHOULD be citizens, but because something wasn't filed properly, they aren't. In a normal world, USCIS would work with the person to fix the issue. Trump is deporting them. And yes, they did it to a white Norwegian also. 1/
