Hi, I'm "the french" here. (lol) I discovered this through @drharmony.net post right now. Had to check for it in our own medias and it seems its really something shared by Le Canard Enchaîné, a newspaper famous for leaking official documents and secrets. sante.lefigaro.fr/social/sante...

Here Le Figaro (other newspaper) explains that the document tells that by this time France could become a "back base" that would receive and treat soldiers coming from the front (french or foreign soldiers / the french army isnt engaged over there "yet" and its not a popular idea here..)

Our "center for health crisis" told Le Figaro that his role is to "anticipate risks and threats". They sent this document to regional health agencies. What officials respond is that they are just trying to prepare themselves and our health agencies for all scenarios so its "nothing unusual" etc.
