POTUS cannot fund anything. Congress controls the purse strings.

Before this dumbass responds to this with the technicality 'that's a sale not funding', the executive branch can and has also bypassed congress to send emergency aid (military materiel, money, etc) to Israel, which is not even nominally a sale.
