I've read a couple different bits about Costa Rica being a possible destination, but only if he bows to coercion and pleads guilty.

Yeah, that's a garbage deal. I heard about Costa Rica a while back, but I thought they were offering him sanctuary out of the goodness of their heart, and not that this regime would be forcing him there in return for accepting a bullshit fake 'confession.'
