Why are they swapping plates? Are they trying to make government vehicles look like private vehicles? I realize that it’s illegal, but what is there rationale? Someone please explain.

They're swapping plates so they can't easily be traced, because what they're doing is illegal. If you can get a VIN from the plate on the dash or sticker on the driver's door pillar, that is harder to obscure.
