In most places it isn't. The person taking the video claims he was eating crab. Making a mess with the shells would likely be considered littering, an infraction. Refusing to ID yourself when stopped for an infraction is a crime.

We have no idea whatsoever if the witness is telling the truth, or if the witness knows why the officers were detaining him. For all she knows, they recognized him as someone who had a warrant for his arrest. People lie or are mistaken on social media all the time.
