I don't know where you live that pad fees are that expensive, here in BC where I live, which is renowned to be expensive, my pad fee monthly is $490. That covers for garbage pick up and water and sewage costs.

Not the same all over. Vancouver Island pad fees average $900./mo & sewage may be extra.

In my town people are paying $600-$900. Forgive the hyperbole but the point is still made.
