The Guard aren't trained as investigators. They've taken over ceremonial public areas, leaving the DC cops with a lot of extra manpower to go after the crooks. & DC cops are doing it. Lots of arrests. Murder rate ZERO since the troops came in. Unlike their leadership, DC cops want to do their job.
