Even 50% seems low. The infrastructure was already in place. Initial capex to pop this tent up: ~$10-15m On-going opex: utilities; de minimis maintenance; slightly above avg min wage labor costs for 100-150 guards and other personnel; salaries for a layer of managers; food; supplies.. $~50m(?)
