On what measure? Entertainment? No it was not the worst. Pristine penalties? No it was not but both teams actually ran all match and could barely kick a ball at the end
When you look at it from the outside, yes it was awful. Would I have taken a scrappy penalty shoot-out win at half time though? Absolutely 😅
