This is like saying 95% of shark attacks occur in shallow water. Most people on beaches aren’t far from shore. On Halloween, ALL the nations children are on the streets.

Are you saying that we should ban sharks in shallow water? Or that streets are the cars' natural habitat, so we are to blame when we get hit for having encroached on their domain?
