ASML, one of the leading chipmaking companies in the world, is Dutch. Europe would adapt just fine without the US.
China. They already make equivalent or better chips than the US. Or take a huge chunk of lessons from china and replicate it‘s creation of capabilities and capacity for domestic chip production that is independent from the US.
