Russian withdrawal will make no difference. Does *anyone* seriously believe they have been abiding by the treaty anyway? All the evidence from Ukraine, Georgia, and Chechnya screams not. 🤬

Since they never seemed to adhere to it, I don't know if this changes anything other than them making it clear they plan on torturing people. Psychological warfare as it were.

I'd be some worried if I was a Russian living in Russia. Sounds like Putin may be using tactics on prisoners that border on torture - or epitomize it. If the U.S. is a signatory... Trump made a mockery of it long ago.

From reports coming out of that country, when did they exactly stop using torture? Many can't tell, at least now it's official. I guess their preparing for overrunning Ukraine with Trump's help.
