Dont forget that the Supreme Court stopped federal courts from ruling national injunctions. Without a national injuction, Trump is going to invade every Democrat state until the Supreme Court tells him he can't. Every state will need to sue.

Judge Bryer already ruled last week that Trump had violated federal law by sending troops and federal agents into Los Angeles. Judge Bryer said Trump was attempting to create his own national police force w the president as it's chief. Should apply to Chicago too.
