I lived about 3 blocks from that camp 20 years ago. Presumably, it has changed a bit. However, back then, there wasn't much to stop a determined person from getting in or out. Some of the prisoners got work release. I even delivered 20 pizzas there once when I managed a Double Dave's.

well the real reason is its a jail with very low security, ie easy to escape from. The woman there are serving relatively short terms, and are viewed as very low risk to society if they did get out, they can't do insider trading on the run. She's serving 20 years and is a high risk sex offender
