This would be a prime job for the EU (with hopefully rippple effects for other countries too) go go go

Ah but the EU would want protections and restrictions for say terrorism. Child prn. Sex work. And absolutely for money laundering and tax evasion. Also just letting payment systems rip would be absolutely wonderful for actual criminals which might be a bigger public safety concern than free speech
