Maybe. The Fairness Doctrine was never actually enforced against broadcasters, but for decades it was a norm that nobody broke. It was just assumed that some degree of fairness was required and expected. Formally removing the doctrine enabled Limbaugh and the rest grew from there.

I remember watching the news after Regan deregulated and we were warned not to believe anything that comes from the news media anymore. I was a bit young and didn’t understand what they meant but years of FOX I understood.
