You do not need to call yourself a religion in order not to be required to report crimes. Targeting Catholics was a violation above and beyond in this bill. Because speech itself is protected under the 1st amendment.

The Law isn't our moral compass. The Law should be guided by our moral compass. We, through political will, create the laws. This Law doesn't stand up to our moral compass.

We are not advocating for targeting of religion, but that every citizen has a moral duty to report, and should have a legal duty as well.
