Many Texans have turned off their phone alerts over repeated “blue alerts” sent statewide in the middle of the night.

This is exactly why I disabled AMBER alerts. There needs to be nationwide move when it comes to emergency alerts to 1) keep them location relevant (I'm in Dallas, why did I need to be alerted to something in the Panhandle?) but 2) separate police activity alerts, like the Blue Alert mentioned here.
