I am aware that Tom is an expert qualified to comment on whether or not they constitute war crimes. I am also aware that a lot of people with milsec backgrounds see only war crimes where people with genocide and ethnic cleansing backgrounds see genocide.

Is he actually an expert on genocide? I've never seen his work in genocide studies.
