How do we know it was Russia though? I'm not trying to start something and definitely not trying to defend them, I genuinely want to be taught.

In the Baltic area, the GPS jamming has been geographically pinpointed to Kaliningrad and St Petersburg, pretty definitive proof that it is Russia. Not sure about where it is coming from in Southeastern Europe. Perhaps from Russian-occupied Transnistria in Moldova.
