And would be justified in doing so. I'm sure he's got a massive pile hidden somewhere with evidence to allow him to do so, and a second file full of other stuff he can release as well if Trump resists the process.

The argument that Trump is no longer capable is not a difficult one to make. Surviving Trump's cultists after "stealing" the presidency? More difficult. Not that he should let that stop him.

The main issue is that the Trump Cultists in Congress and the federal government would stop him if he didn't use emergency action.
