USCG is under DHS. Does this horrible policy also hit Coasties?

Yes, the Coast Guard generally follows the DOD for policy changes (because it's so small, it's not capable of an original thought, apparently). There have been CG members that I'm aware of (a cadet who wasn't allowed to commission, and a captain who retired early) who are victims of this policy.
