why the fuck do i keep getting calls that only say "...goodbye" after about 30 seconds of silence? am I being tracked by the government???

my guess is that it's some scammer trying to do a voice recording if you say anything

The government knows where you are because they have access to your phone data, they don't need to call you, that just makes you aware of some level of observation or interference. It's either a scammer or a creep. Block the number.

Robodialer; they are used by a wide variety of orgs, but mostly for telesales. There's kind of a long-winded explanation as to why robodialers do this, but the good news is that it's not (likely) the government. The bad news is that it will keep trying, until it connects you to a live agent.
