On another note, it's a sensational title, but when you think of it you realize that for every database in every organization (bank, government, military), there must be at least one person who can grant these admin permissions and probably several engineers who have access in order to do their job?

Is there not such a thing as security clearance in the US? In the UK you'd have to be vetted to get that kind of access, which can take months, and everything you do would be monitored and logged.

There is. But, they've been given total clearance from the President. It just works that way. I worked as a contractor at the Pentagon. All you need is a sponsor to let you in and grant you access to a system at a certain level. I'm sure things have changed since then, but things move slowly.
