I think it's from an IV port to draw blood for testing and inject medicine or biologic treatments.

Older folks who are overweight, the hand is the only place they can put an IV, I'm only 58 and they already have to put it in my hand when I do blood tests every three months.There are a lot of meds calls for regular blood tests. If I had to guess I would bet congestive heart failure.
