The implication you should take is that pandemic restrictions were essentially never enforced against protests but sometimes against churches, based on a observation of the protests that occurred, individual denials (like in DC), and written rules (like in California).
I don't think it's worth talking further if you're going to circle back to false claims already addressed in this exact thread (re: CA).
