It’s a terrible headline because it makes illegal and unconstitutional behavior sound instead like Trump found a smart-yet-legal way to get his shitty things done.

Fair enough but it's still an improvement over something the NYT would use, like Trump Administration Takes Bold Action against Foreign Aid Corruption or something similarly obsequious and credulous. Still miles to go.
