Só RUN, don’t walk, and start a campaign to get marginalized people to take a passport. Specially if you are in a Red state. Start with your neighbor, colleagues, if you can knock some doors, but do it fast, don’t wait for mid term. If they pass it too close it might make much harder to register.

Sounds like a reasonably easy court case to prove that the EO violates the existing laws related to voting, as well as violating state level control over how a state administers and manages its voting practices and policies.
