Why has it taken 20 years for the police to act on this? The province could also help by changing the rules around scrap metal. Anything bike related unacceptable for scrap and redirected to organizations like the WRENCH who can re-use what’s salvageable and recycle what’s not for $.

Because the “unhoused” have more rights than you can shake a stick at. Anyone perceived to even look at these encampments with a jaundiced eye are immediately vilified, so I don’t blame the police for being ultra cautious. Some segments of society get undeserved kid-glove treatment “just because”.
