You have to be admitted to the federal bar in each district unless it is a 1 time case/appearance AND the judge allows you to represent.

You definitely have to pass a state bar before you can apply for the federal bar. Fun fact: you don’t have to be an attorney or have even gone to law school to be a Supreme Court Justice.

Bar Associations TMK don’t have any power to disbar lawyers. Typically it’s a state function, but may have an advisory role to the state depending on its regulatory scheme.
