These empty homes are mostly in depopulated rural areas with no jobs and are in very poor repair. We need to build housing in cities too.

I completely agree with that last bit! I'm sure many of the 15 million empty homes are in disrepair or in rural areas, but I have to imagine enough are suitable and preferable to living on the streets. I think it's a good place to start, at the very least.
