If someone was told by their boss to go rob a bank, that employee would still be a criminal if they did it. This applies equally to federal agents carrying out the orange wannabe dictator's police state ambitions. Following orders is not a defense in court after you're prosecuted.

this happens with fraud a lot. The boss will tell the employee to commit some type of fraud and the employee will fear for their job and do the fraud. Fear for your freedom more than your job!

There's a famous case about this. Where soldiers were told to rob banks by their commander as a supposed exercise in being behind enemy lines. Pretty sure the dude ended up getting released.
