By 2014, Yanukovych had largely hollowed out Ukraine's military capabilities, to say nothing of the entirely lost navy. Obama absolutely didn't take the annexation & invasion threat seriously enough, but it's worth pointing out that much of the Ukrainian military in 2014 was in disarray.
