While this is not a problem you should have imposed on your state, in my experience it is a solvable problem. There are many solutions that can block well behaved (and many poorly behaved) bots. Could you share a link to news or write up on the problem? I'm curious to better understand the issue.

Hopefully they’re trying to block them with robots.txt. If not, that’s a good place to start. Stuff like Cloudflare’s AI labyrinth could be an option for them as well.
