It's about 500 years old, and was a change of the game in response to the change in the game that allowed pawns to move two squares when they leave their starting row. No, not every country adopted it at first, took another 200 years to become a universal rule.
In other words, it's a Calvinball rule change in response to an earlier Calvinball rule change. :-)
