The Orcs cannot be so dumb (even for them) to imagine continual killing of civilians will achieve anything. Yet they keep doing it for the simple reason they are the most sadistic evil bastards on the planet as further evidenced by all their war crimes and torture of POWs. Just a sick minded nation.
