you cherry-pick and reanalyze the data and publish in one of the CDC in-house journals (like MMWR) that you can force to comply. (this is why the MMWR editor should have quit in protest when they forced the first ever publication pause back in Jan/Feb.)

I am speculating, to be clear; but it's how it could be done relatively easily, and it fits with a timeline of "in September we'll tell you the cause of autism, which is vaccines because we want it to be for our grift."
