To be fair I do think that if we could somehow combine the raw computational power of a computer with the administrative and co-ordinating flexibility of a human mind that'd be like optimal but that's clearly not what Bilek is suggesting
It's like the Matrix. In THE MATRIX, I believe the canon take is that the Machines use humans for bioelectric power, and the original take (which was discarded for being too complex) is that they use them for cloud computing. And both of those seem suboptimal!
If you're a machine which can spin off massive numbers of non-agentic machines for minimal cost, which the Machine gestalt clearly can, there's only one reason to integrate humans as nodes: to do tasks for which the optimal solution is not efficiently computable
I take The Matrix metaphorically and assume that the human batteries are just participating in capitalism
